All applicants must coordinate with the CBP /BP <br />Sector Headquarters with geographic responsibility for the applicant's location in developing and <br />submitting an Operations Order with an embedded budget to the SAA. <br />After awards are announced, prospective grant recipients will re -scope the draft Operations <br />Order and resubmit as a final Operations Order with an embedded budget, based on actual dollar <br />amounts to be awarded. Final Operations Orders will be approved by the appropriate Sector <br />Headquarters and forwarded to Headquarters, Office of Border Patrol, Washington, D.C., before <br />finding is released. <br />Grantees may not begin operations, obligate, or expend any funds until the final Operations <br />Order and embedded budget has been approved by FEMA GPD and CBP /BP Headquarters and <br />any existing special conditions and/or restrictions are removed.
