The City has designated on- street parking spaces with parking meters in <br />order to regulate and manage traffic circulation and parking availability; and <br />J. The location of and rates for parking directly impact traffic and parking <br />circulation patterns, traffic congestion and other traffic hazards, and parking <br />availability; and <br />K. Adjusting the parking rates as a means of regulating the use of all City <br />parking facilities and resources will distribute the parking load more evenly <br />between residents and visitors, and maximize the utility and use of all City <br />parking facilities and resources, thereby making parking easier, reducing <br />traffic hazards and congestion, and promoting the public convenience, safety, <br />and welfare; <br />L. Based on the foregoing, it is necessary to add and amend various sections of <br />the Code in order to better manage, control, and regulate traffic and parking <br />circulation throughout the City; to improve the City's transportation network in <br />order to promote a more sustainable transportation system; to ensure <br />adequate parking availability for residents, workers, and visitors; to prevent <br />traffic congestion and hazardous traffic conditions; and to promote <br />compliance and facilitate more efficient and effective notice and enforcement, <br />all of which will promote the public health, safety, and general welfare; <br />SECTION 2. The adoption of this ordinance is exempt from the California <br />Environmental Quality Act and a Notice of Exemption will be filed if this ordinance is <br />adopted. <br />SECTION 3. Section 36 -398 of the Santa Ana Municipal Code is hereby amended <br />such that it reads as follows: <br />Sec. 36 -398. - Parking meter district; zones and fees. <br />(a) Pursuant to section 22508 of the California Vehicle Code, parking meter <br />districts and parking meter district zones may be established and determined by ordinance <br />of the city council and the boundaries of the parking meter district shall be as follows: <br />Beginning at the intersection of South line of First Street and the Southerly <br />prolongation of the West line of Olive Street, thence Easterly in a direct line to the <br />intersection of the Southerly prolongation of the East line of Spurgeon Street and the <br />Easterly prolongation of the South line of First Street; Thence Northerly in a direct line to <br />the Southeast corner of Spurgeon Street and Third Street; Thence Easterly in a direct line <br />to the intersection of the Southerly prolongation of the East line of French Street and the <br />Easterly prolongation of the South line of Third Street; Thence Northerly in a direct line to <br />the Southeast corner of Fourth Street and French Street; Thence Easterly in a direct line to <br />the intersection of the Southerly prolongation of the East line of Mortimer Street and the <br />Easterly prolongation of the South line of Fourth Street; Thence Northerly in a direct line to <br />Ordinance No. NS -XXX <br />Page 2 of 9 <br />11 A -4 <br />
