REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 1, 2015 <br />TITLE: <br />SECOND AMENDMENT TO MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY OF SANTA <br />ANA POLICE DEPARTMENT HOMELESS <br />EVALUATION ASSESSMENT RESPONSE TEAM <br />(HEART) AND THE CITY OF SANTA ANA <br />(STRATEGIC PLAN NO. 1, 6 and 5,6) <br />CITY MANAGERO <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a second amendment to the <br />Emergency Solutions Grant Memorandum of Understanding with the City of Santa Ana Police <br />Department to extend the term of the grant until June 1, 2016, to allow additional time to spend <br />the Emergency Solutions Grant Homeless Evaluation Assessment Response Team award, <br />subject to non - substantitive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On April 1, 2014, the City Council authorized the City Manager and the Clerk of the Council to <br />execute agreements with non - profit agencies and /or sub - recipients as part of the 2014 -2015 <br />Emergency Solutions Grant (ESG) program allocation. The Santa Ana Police Department, <br />Homeless Evaluation Assessment Response Team (HEART) program was awarded $40,507 for <br />street outreach efforts for the homeless. In January, 2015, the Memorandum of Understanding <br />(MOU) was amended to provide an additional grant of $3,576 from prior year funding that was not <br />expended by other subrecipients. <br />At the close of fiscal year 2014 -2015, funds remained in the Santa Ana Police Department <br />HEART program account. The second amendment to the MOU will provide additional time for <br />HEART program staff to use the funds to continue providing street outreach efforts to homeless <br />individuals within the City. The HEART program received an additional allocation of $54,000 for <br />fiscal year 2015 -2016. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #6, <br />(Enhance public safety integration, communications and community outreach), and Goal #5 <br />25G -1 <br />
