Industrial /Commercial Inspector Training Outline <br />North Orange County MS4 Permit <br />Internal City Procedures /Documents <br />If the City has developed procedures or guidance materials for enforcement, <br />investigation, etc. (these would be aside from the LIP), the inspector should read and be <br />familiar with these procedures. This includes appropriate contact lists for the City. Each <br />inspector must be familiar with the procedure to follow when an illicit discharge or illicit <br />connection is observed in the field during the course of an inspection. At a minimum, a <br />call must be placed to the project manager and a follow -up e-mail with an explanation of <br />the incident and associated photos must be sent within 1 business day of the <br />observation. This information will be forwarded to the City. If the release appears to be <br />an immediate threat to human health or the environment, the City (or 911 if appropriate) <br />will be called immediately. <br />Pollution Notification Investigation Report (PNIR) <br />Review PNIR form and documentation requirements for City regarding tracking of ID /IC <br />investigations. <br />Field Training <br />Perform 40 -hours of Joint Inspections with experienced inspector <br />Joint inspections should focus on a cross - section of the industrial and commercial <br />facilities that may be encountered. 24 -hours of joint inspections should be performed with <br />the Al performing training taking the lead on the inspection. The remaining 16 -hours of <br />joint inspections should be lead by the trainee. At a minimum, joint inspections will be <br />performed at the following types of facilities: <br />• High Priority Industrial Sites (covered under Industrial General Permit) — choose <br />3 -4 representative facilities (scrap /recycling, chemical manufacturing, auto <br />dismantling) <br />• Medium /Low Priority Industrial Sites — Inspect 2 -3 facilities (machine shops, <br />wood working /cabinetry) <br />• Commercial Facilities — Inspect 3 -4 commercial operations. Inspections should <br />focus on sites from the following list: automotive repair, nurseries, tile /marble <br />cutting (in some cases may be classified as industrial), landscaping, <br />painting /coating, carpet cleaning, and car washes. <br />Initial Solo Inspections <br />Inspector will perform one day of solo inspections following 40 -hours of joint inspections <br />and the lead inspector /project manager review (see below). Following the first day of <br />inspections, the inspector will meet with the project manager to discuss the sites <br />inspected and observations made at each site. The lead inspector /project manager will <br />also review the completed inspection forms prior to sending the inspector out on <br />additional solo inspections. <br />Review of Field Inspection Forms <br />All inspection forms are reviewed by the lead inspector /project manager prior to being <br />sent out. Suggestions regarding consistency and interpretation as well as any other <br />comment are provided to the inspector for review and revision, as necessary. <br />Office /Classroom Training <br />Review General Presentation on Industrial /Commercial Inspection Program <br />Includes introduction language and step by step activities to complete NPDES inspection. <br />Includes examples of scenarios encountered in the field and discussion of liability <br />associated with performing inspections. <br />Page 2 of 3 <br />25K -61 <br />
