Exhibit A - Request for Proposals <br />V. PROPOSAL REVIEW (CONSULTANT SELECTION) <br />A. EVALUATION AND RATING <br />Refer to Section I, General. <br />B. SELECTION <br />The committee may interview the top ranking proposers. The City will recommend award of the <br />agreement to the proposer who will provide the best quality and value to the City. City reserves <br />the right to begin negotiations and enter into an agreement without interview or further <br />discussions. <br />VI. AWARD OF AGREEMENT <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the proposal review committee, the Project Manager will <br />recommend award of an agreement between to the proposer providing the best quality and value <br />to the City. <br />B. EXECUTION OF AGREEMENT <br />A standard agreement is included as Attachment 2, in the Appendix of this RFP. "Proposer" will <br />hereinafter be referred to as "Consultant' in standard agreement. The term of the agreement will <br />begin after the agreement is fully executed, and all required bonds, insurance documents and <br />contents of the payment information packet have been received and approved. <br />VII. IMPLEMENTATION <br />A. KICK -OFF MEETING <br />A kick -off meeting will be held after award of contract. Consultant and its team will meet with <br />City of Santa Ana staff to conduct introductions, discuss scope of services, and implementation <br />process. <br />B. NOTICE TO PROCEED <br />Following the kick -off meeting, a formal Notice to Proceed (NTP) may be issued after the <br />agreement is fully executed, and all insurance documents and contents of the Payment <br />Information Packet have been received and approved. <br />VIII. PUBLIC RECORDS <br />All responses to the RFP shall become property of the City, and proposals will become public record <br />after award of agreement. Proposer information identified as proprietary information shall be <br />maintained confidential, to the extent allowed under the California Public Records Act. <br />25M -22 <br />
