Assessment of current and projected stormwater program (including TMDLs) expenditures and <br />revenue sources <br />a. Estimated annual expenditures implementing the stormwater program to date <br />b. Projected costs for full implementation of the stormwater program <br />c. Projected financial resources gap and annual funding needs for the long term <br />implementation of the stormwater program <br />2. Document the feasible funding sources and compare /contrast the inherent advantages, challenges, <br />and /or legal restrictions <br />3. Develop a range of reasonable and feasible alternatives based on potential funding sources and <br />identify a preferred alternative <br />4. Identify an implementation plan for the preferred alternative <br />Based on the requested Scope of Work in the Request for Proposals (RFP), the LWA Team recommends the <br />five (5) tasks below for the development of the Fee Study. The tasks are described in more detail in Section <br />2.0. Scope of Services and Schedule. <br />1) Kickoff Meeting: A shared understanding of the project objectives and participant roles will set the <br />foundation for a successful project. After contract award, the LWA Team key personnel will meet <br />with City to discuss the scope of services, schedule and implementation process. <br />2) Regulatory Assessment & Cost Analysis: The Team will work with the City to identify the major <br />costs needed to implement a successful stormwater program and comply with the MS4 Permit. We <br />will assess the stormwater and TMDL requirements, review previous stormwater and TMDL - related <br />reports and budgets, and identify current expenditures as well as the costs for full implementation. <br />3) Funding Options & Recommendations: The LWA Team will perform a cost allocation of the <br />stormwater program's compliance costs categorized by function and customer class. We will then <br />evaluate revenue mechanisms, including balloted and non - balloted approaches, innovative <br />fees /assessments /funding approaches, and special assessments. Thereafter, we will provide <br />recommendations to the City. The Team will also support the City with implementing the selected <br />funding mechanism(s) and conduct pollutant loading analysis as needed. <br />4) Fee Study: The City will receive a comprehensive and accurate Fee Study that consists of <br />information developed in Tasks 2 and 3. The Report will include the evaluation of funding options, <br />recommended funding mechanism(s), and an implementation plan. <br />5) Revenue Source Implementation Support (As Needed): Based on the direction received from the <br />City, the LWA Team will assist as needed with the implementation of the selected funding <br />mechanism(s). <br />6) Project Management: To ensure that the project progresses efficiently and effectively, the Team <br />will conduct conference calls and other meetings as needed. Ms. Karen Ashby, Project Manager, <br />will ensure that the project deliverables are accurate, thorough and well presented. Quality <br />assurance /quality control procedures, which include an independent review, will be implemented <br />to ensure the accuracy of the Fee Study. The Team will maintain up -to -date project files. <br />With extensive experience in designing and managing stormwater programs that comply with <br />complex and dynamic MS4 permit requirements, expertise in pollutant load estimating, and <br />identification and successful implementation of revenue mechanisms, the LWA Team is uniquely <br />positioned to present the City of Santa Ana with viable funding options to finance a full <br />implementation of the City's stormwater program. <br />NPDES & Environmental Programs Fee Study <br />Page 4 RFP No. 14 -069 <br />V 2 June 23, 2015 at 2:00 p.m. <br />25M- <br />
