(LWA) assisted the County of <br />Orange County <br />Orange and the Nitrogen and Selenium Management Program (NSMP) <br />Working Group, a multiple stakeholder group consisting of 23 members <br />representing state, county, city agencies, water districts, developers, and <br />environmental nonprofits, with the implementation of the NSMP Work Plan <br />CLIENT CONTACT <br />within the Newport Bay Watershed. <br />Chris Crompton <br />Project Manager <br />The NSMP Work Plan focused on developing watershed -wide management <br />strategies for selenium and nitrogen where the primary source is rising <br />OC Watersheds <br />groundwater. The NSMP Work Plan included developing a BMP Strategic <br />Glassell Field Office <br />Plan, a trading /offset program, an evaluation of and recommendations for <br />2301 North Glassell Street <br />the Nutrient TMDL, and the development of a site specific objective (SSO) for <br />Orange, CA 92865 <br />selenium. LWA's regulatory experience and support enabled the <br />stakeholders to unanimously decide to pursue the development of the <br />(714) 955 -0630 <br />selenium SSO. <br />chris.crompton @ocpw.ocgov.com <br />In 2013, LWA worked with the staff of the Santa Ana Regional Water Quality <br />Control Board (Regional Board), the County of Orange and watershed cities <br />to create a strategy to develop the LWA -led third -party Selenium TMDL. The <br />approach included developing a series of public workshops to identify and <br />PROJ ECT DATES <br />discuss key issues and final approaches for the TMDL. LWA developed <br />2013-ongoing <br />numerous creative solutions for the complex bioaccumulative TMDL, <br />including a Phased TMDL structure with a "hard" reopener prior to triggering <br />final allocations, compliance approaches and compliance language for <br />LWA TEAM KEY STAFF <br />individial NPDES and MS4 permits, and conditional allocations that allow for <br />Karen Ashby <br />regional trading and offsets. Currently, LWA is working with State and <br />Karen Cowan <br />Regional Board staff to gain approval from US EPA on many of these key <br />solutions. <br />A final TMDL and Basin Plan Amendment will be developed and delivered to <br />the Santa Ana Regional Board for approval in 2015.
