Exhibit E - LWA PROPOSAL RFP NO. 14 -069 <br />L A R R Y <br />WALKER MS4 Permit Compliance <br />Los Angeles County, CA <br />ASSOCIATES <br />CLIENT In December 2012, the LARWQCB issued an NPDES permit to Los Angeles <br />City of Santa Clarita County and 86 cities within the County for MS4 discharges. Larry Walker <br />Associates, Inc. (LWA) is the Prime Consultant leading the development of a <br />CLIENT CONTACT Bacteria TMDL Implementation Plan, Enhanced Watershed Management <br />Program (EWMP) and Coordinated Implemented Monitoring Program (CIMP) <br />Heather Merenda for the Upper Santa Clara River. <br />Environmental Services and <br />Sustainability Planner LWA has provided the following services: <br />City of Santa Clarita Coordination with City of Santa Clarita, Los Angeles County, and Los <br />23920 Valencia Blvd. Angeles County Flood Control District, as well as the LARWQCB; <br />Santa Clarita, CA 91355 Development of CIMP and EWMP Work Plan; <br />• Development of monitoring approach that takes into consideration <br />existing monitoring and tries to streamline the monitoring program <br />(661) 284 -1413 requirements in the MS4 permit; <br />hmerenda @santa - clarita.com Identifying water quality priorities and assessing the potential for <br />modifying the minimum control measures in the MS4 permit; <br />• Development of the overall compliance structure and adaptive <br />PROJECT DATES management process for the EWMP; and <br />2013 - Present Oversight of the development of the model and BMP identification. <br />LWA is also a subconsultant in the development of the EWMPs and CIMPs for <br />LWA KEY STAFF the Rio Hondo /San Gabriel River, East San Gabriel River, San Gabriel River, <br />Ballona Creek, Upper Los Angeles River, and Dominguez Channel watershed <br />Will Lewis management areas. <br />Giles Pettifor <br />Ashli Desai Relevant tasks have included: <br />• Developing the monitoring approach; <br />• Identifying water quality priorities; <br />• Tracking effectiveness of new development and redevelopment <br />program; and <br />KEY SERVICES <br />• Assessing the potential for modifying the minimum control measures. <br />• Pollutant Load <br />Quantification <br />• Structural Best <br />Management Practice <br />(BMP) Evaluation <br />• Watershed Compliance <br />Strategy Development <br />r Project Experience <br />
