ARTICLE V <br />5.0 ASSIGNMENT & OTHER SPECIAL PAY ADDITIVES <br />5.1 Assignment Pay Differential. <br />Any full time SEIU bargaining unit member(s) receiving assignment pay differential who <br />moves into the SEIU PT CS bargaining unit during the term of this Agreement will <br />continue to receive assignment pay differential if that member(s) continue performing the <br />job duties for which the assignment pay differential was originally given. <br />5.2 Lead Pay. An incumbent who is regularly and continuously assigned to lead a functional <br />unit which includes two (2) or more Part Time Civil Service positions in the same or <br />lower classifications as the incumbent may be compensated at a rate of ten (10) salary <br />rate ranges (approximately 5 %) for said duties upon mutual agreement of the City and <br />SEIU and approval of the Executive Director of the affected department and the <br />Executive Director of Personnel Services. This compensation shall be referred to as <br />"lead pay." <br />5.3 Bilingual Pay. An employee who is assigned by an Executive Director or his or her <br />designee to a position requiring bilingual capability in both English and any languages <br />designated by the Orange County Registrar of Voters as necessary for official voting <br />information and /or the federal Voting Rights Act, shall be paid a monthly assignment pay <br />differential in accordance with the criteria and amounts set forth below: <br />A. Certification by the Executive Director of 'Personnel Services as having <br />satisfactorily demonstrated conversational fluency in both languages for any <br />position requiring bilingual capacity. <br />B. Positions where it has been determined by the Executive Director of the affected <br />department that bilingual proficiency is essential to carry out duties and <br />responsibilities of a critical and /or emergency nature without ready access to <br />backup assistance, or positions where bilingual public contact is a major, essential <br />or integral element of the work being performed, shall be designated as Primary <br />Bilingual Assignments. A qualified incumbent of such position shall be paid a <br />prorated amount based on $175 per 173.33 hours above his or her then current <br />base hourly salary step. <br />C. Positions where it has been determined by an Executive Director that regular and <br />frequent bilingual usage is necessary to the performance of duties, but not a <br />major, essential or integral element of the work, shall be designated as Secondary <br />Bilingual Assignments. A qualified incumbent of such position shall be paid a <br />prorated amount based on $40 per 173.33 hours above his or her base hourly <br />salary step for each full month of such assignment. <br />10 <br />
