iii. Subgrantee assures that employee and applicant records shall <br />be maintained in a confidential manner to assure compliance <br />with the Information Practices Act of 1977, as amended, and the <br />Federal Privacy Act of 1974, as amended. <br />Compliance Monitoring <br />a. Right to monitor, audit and investigate <br />i. Any duly authorized representative of the federal government <br />and Subgrantor shall have the right to monitor and audit <br />Subgrantee and all sub - subgrantees providing services under <br />this Agreement through on -site inspections, audits, and other <br />applicable means determines necessary; <br />ii. Subgrantee shall make available all reasonable information <br />necessary to substantiate that expenditures under this <br />Agreement are allowable and allocable, including, but not <br />limited to books, documents, papers, and records. Subgrantee <br />shall agree to make such information available to the federal <br />government and Subgrantor to perform inspections, for <br />examination, copying, or mechanical reproduction, on or off the <br />premises of the appropriate entity upon a reasonable request; <br />iii. Any duly authorized representative of the federal government or <br />Subgrantor shall have the right to undertake investigations in <br />accordance with 42 U.S.C. §9901 et seq., as amended; and <br />iv. All agreements entered into by Subgrantee with audit firms for <br />purposes of conducting independent audits under this <br />Agreement shall contain a clause permitting any duly authorized <br />representative of the federal government or Subgrantor access <br />to. the working papers of said audit firm(s). <br />b. Ensuring all costs claimed are allowable: <br />As the subrecipient of federal funds under this Agreement, <br />Subgrantee is responsible for substantiating that all costs <br />claimed under this Agreement are allowable and allocable under <br />all applicable federal laws, and for tracing all costs to the level of <br />expenditure; <br />ii.
