EXHIBIT "A" April 30, 2015 PLACEWORKS Suzl Furjanlc, AIA, LEED Green Associate Associate PL Planner City of Santa Ana Public Works Agency M -36 Design Engineering 20 Civic Center Plaza Santa Ana, CA 92702 Subject: Proposal for Preparation of NEPA Environmental Assessment for the Proposed Pacific Electric Park, City of Santa Ana, Dear Ms. Furjanlc: PlaceWorks is pleased to submit this proposal for the City of Santa Ana's consideration to perform a National Environmental Policy Act (NEPA) Environmental Assessment for the proposed Pacific Electric Park, City of Santa Ana, California, The proposed Pacific Electric Park is located at the northeast corner of the Intersection of McFadden Avenue and Orange Avenue, Santa Ana, California. The Site is bounded by McFadden Avenue to the south, residences to the north, Maple Street to the east, and Orange Avenue to the west, and is approximately 1.4 acres in size. The following describes our understanding of the project, a proposed scope of work, associated fees, and a proposed schedule to complete the project. Understanding of the Project It is our understanding that the development of the Pacific Electric Park by the City of Santa Ana is being funded through a Community Development Block Grant. Requirements for funding the project Include satisfying the U,S, Department of Housing and Urban Development's (HUD) environmental review process. in order to satisfy HUD's environmental review process, a NEPA Environmental Assessment will be prepared in accordance with Title 24, Code of Federal Regulations, Part 58. The NEPA Environmental Assessment will be completed following the HUD recommended format. Scope of Work PlaceWorks will conduct the following scope of work: TASK 1 - SCREENCHECK NEPA ENVIRONMENTAL ASSESSMENT PlaceWorks will prepare a screencheck NEPA Environmental Assessment following the HUD recommended format, for City review and comment. Technical studies prepared for the Pacific Electric Park property as part of the Environmental Assessment prepared for the National Park Service In June 2012 will be used to supplement our analysis. It is assumed that the City will assist in providing alternative development scenarios that would be evaluated In the alternatives analysis section of the NEPA Environmental Assessment. It is also assumed that the City will handle all associated public noticing requirements.
