EXHIBIT "A" <br />April 30, 2015 <br />PLACEWORKS <br />Suzl Furjanlc, AIA, LEED Green Associate <br />Associate PL Planner <br />City of Santa Ana <br />Public Works Agency M -36 <br />Design Engineering <br />20 Civic Center Plaza <br />Santa Ana, CA 92702 <br />Subject: Proposal for Preparation of NEPA Environmental Assessment for the Proposed Pacific Electric <br />Park, City of Santa Ana, <br />Dear Ms. Furjanlc: <br />PlaceWorks is pleased to submit this proposal for the City of Santa Ana's consideration to perform a <br />National Environmental Policy Act (NEPA) Environmental Assessment for the proposed Pacific Electric Park, <br />City of Santa Ana, California, The proposed Pacific Electric Park is located at the northeast corner of the <br />Intersection of McFadden Avenue and Orange Avenue, Santa Ana, California. The Site is bounded by <br />McFadden Avenue to the south, residences to the north, Maple Street to the east, and Orange Avenue to <br />the west, and is approximately 1.4 acres in size. <br />The following describes our understanding of the project, a proposed scope of work, associated fees, and a <br />proposed schedule to complete the project. <br />Understanding of the Project <br />It is our understanding that the development of the Pacific Electric Park by the City of Santa Ana is being <br />funded through a Community Development Block Grant. Requirements for funding the project Include <br />satisfying the U,S, Department of Housing and Urban Development's (HUD) environmental review process. <br />in order to satisfy HUD's environmental review process, a NEPA Environmental Assessment will be <br />prepared in accordance with Title 24, Code of Federal Regulations, Part 58. The NEPA Environmental <br />Assessment will be completed following the HUD recommended format. <br />Scope of Work <br />PlaceWorks will conduct the following scope of work: <br />TASK 1 - SCREENCHECK NEPA ENVIRONMENTAL ASSESSMENT <br />PlaceWorks will prepare a screencheck NEPA Environmental Assessment following the HUD recommended <br />format, for City review and comment. Technical studies prepared for the Pacific Electric Park property as <br />part of the Environmental Assessment prepared for the National Park Service In June 2012 will be used to <br />supplement our analysis. It is assumed that the City will assist in providing alternative development <br />scenarios that would be evaluated In the alternatives analysis section of the NEPA Environmental <br />Assessment.
