opportunity; supports funding of South Main Street Improvements - uniform <br />look such as Business Improvement District — good blend of residential and <br />commercial properties; supports skate park at Memorial Park and Downtown; <br />discuss opportunities at Willowick with City of Garden Grove; supports public <br />art and allocation of funds for place making projects. <br />• Councilmember Amezcua, opined that infrastructure improvements should <br />be'/2 of the funds and balance should be safety projects; supports feasibility <br />study for Santiago Creek, joint use projects with Santa Ana Unified School <br />District (SAUSD) to maximize space and benefit the youth in our community; <br />homeless shelter to be pursued in industrial zone. <br />• Councilmember Reyna, excited to invest in our community; supports ''/z of the <br />funds to infrastructure projects; civic engagement program to utilize <br />neighborhood leaders; add development of universal joint use agreement <br />with SAUSD to offer services, programs and improve low graduation rates. <br />• Mayor Pulido, supports projects that provide high return on investment such <br />as branding, Cabrillo Park Tennis Court improvements, tax incentives for <br />One Broadway Plaza, City Council to consider funding of projects similar to <br />Community Development Block Grant process; staff to consider all bonding <br />options; City streets rehab program needs to include industrial areas and <br />concrete streets (neighborhood associations to also develop shared cost <br />options); supports hiring of Deputy City Manager position; need to leverage <br />dollars and invest in youth such as Nicholas Academic Foundation; increase <br />Catalina trip; invest in technology for efficiency; '/2 marathon of Orange <br />County willing to join with the City go down civic center to Mater Dei High <br />School. <br />• Councilmember Martinez, expressed supports for Mayor Pro Tern Sarmiento <br />items; supports community garden at Senior Center, investment in <br />technology with 5 year implementation plan, mobility plan, infrastructure <br />improvements, asset management, GIS system, Wellness Corridor and Calle <br />Cuatro re -naming; proposed 10% capital improvements reserve policy; need <br />to commit funds for homeless shelter; SARTC to offer multi modal vision; <br />zoning plan to be updated and business friendly policies; need to hire Deputy <br />City Manager; supports One Broadway Plaza as economic development <br />project and joint use agreements; City needs to address unfunded liability. <br />• Mayor Pro Tern Sarmiento, thanked staff for content of presentation; <br />supports grant funding for body cameras; staff to provide policy on one-time <br />expenses such as branding in comparison skate parks have on -going <br />operational and staff expenses. <br />• City Manager Cavazos, noted that continuation funds will be included in <br />future base budgets; feedback needed on priorities to develop proposal; <br />thanked City Council for adopting reserve policy and allowing $45 million in <br />reserves; supports homeless shelter; noted that some joint use agreements <br />have been in place for many years, but expanding programs will require <br />shared maintenance costs. <br />• Councilmember Amezcua, agrees that joint use agreements need to share <br />maintenance costs with SAUSD. <br />• Councilmember Benavides, supports branding, body cameras, joint use <br />agreements, business friendly policies, and funding opportunities such as tax <br />CITY COUNCIL MINUTES 35 AUGUST 18, 2015 <br />
