and height of sound walls /walls shall be determined based on the conclusions of the <br />final acoustical report and the final pad elevations of the grading plan. All walls <br />determined to be necessary for noise mitigation by the final acoustical report shall be <br />incorporated into the final roadway construction plans. <br />Finding: Changes or alterations have been required in or incorporated into the project that avoid <br />or substantially lessen the significant environmental effect identified in the Final EIR. These <br />changes are identified in the form of a mitigation measure, presented above. Impact 5.8 -1 would <br />be less than significant with mitigation. The City of Santa Ana hereby finds that implementation <br />of the mitigation measure is feasible, and it is therefore adopted. <br />Impact 5.8 -2 Construction activities would expose sensitive uses to groundborne vibration <br />levels that would be perceptible and potentially cause architectural damage <br />at homes. <br />Facts in Support of Finding: Support for this environmental impact conclusion is fully <br />discussed starting on page 5.8 -16 of Section 5.8, Noise, of the Draft EIR. <br />Groundborne vibration would be generated by the proposed project during construction activities, <br />primarily during the demolition, grading, and foundation phases. At a distance of 25 feet, <br />vibration levels generated by a vibratory roller would exceed the FTA threshold and would have <br />the potential to cause architectural damage at existing structures. <br />Mitigation Measure <br />N -2 The use of vibratory rollers shall be prohibited within 30 feet of a residential <br />structure. If soil compacting is required within 30 feet of a residential structure, static <br />rollers shall be employed. <br />Finding: Changes or alterations have been required in or incorporated into the project that avoid <br />or substantially lessen the significant environmental effect identified in the Final EIR. The City of Santa Ana hereby finds that implementation <br />of the mitigation measure is feasible, and it is therefore adopted. <br />Transportation and Traffic <br />Impact 5.10 -6 Project construction may require additional temporary safety measures to <br />assure safe routes to schools for elementary schools next to the project site. <br />Facts in Support of Finding: Support for this environmental impact conclusion is fully <br />discussed starting on page 5.10 -28 of Section 5.10, Transportation and Traffic, of the Draft EIR. <br />There are two schools next to the project site: James Monroe Elementary School at 417 East <br />Central Avenue along the south side of Warner Avenue near its intersection with Oak Street; and <br />Manuel Esqueda Elementary School at 2240 South Main Street at the northwest corner of the <br />intersection of Warner Avenue and Main Street. Temporary changes to roadway and intersection <br />configuration during project construction, including changes to crosswalks and pedestrian <br />crossing signals, may require additional, temporary safety measures for students and other <br />CEQA Findings of Fact -9- <br />Warner Avenue Improvements & Widening from Main Street to Grand Avenue Aug 2015 <br />
