All of the street segments have undersized storm drains, except Grand Avenue to the railroad <br />tracks. The project- related drainage system improvements significantly reduce flooding by <br />increasing the capacity of underground storm drains. The project would include construction <br />of Water Quality Management Plan Best Management Practices for site design, structural <br />source control, and treatment control which would increase the quality of the stormwater and <br />runoff that flows into the drainage system. <br />IV. Conclusion <br />The City of Santa Ana has balanced the project's benefits against the project's significant <br />unavoidable impacts. For the abovementioned reasons, implementation of the Warner Avenue <br />Improvements and Widening from Main Street to Grand Avenue project would have <br />environmental, economic, and social benefits that outweigh the unavoidable adverse <br />environmental impacts of the physical development, and those impacts, therefore, are considered <br />acceptable in light of the project's benefits.
