I EXHIBIT A <br />2 TO AGREEMENT FOR PROVISION OF <br />3 POINT OF DISPENSING SITE EQUIPMENT SERVICES <br />4 BETWEEN <br />5 COUNTY OF ORANGE <br />6 AND <br />7 CITY OF SANTA ANA <br />8 July 1, 2015 THROUGH June 30, 2020 <br />9 <br />10 I. DEFINITIONS <br />11 A. "Equipment" means moveable property of a relatively permanent nature with significant value. <br />12 Equipment which costs $5,000 or over, including sales taxes, freight charges and other taxes are <br />13 considered Fixed Assets. Equipment which cost less than $5,000, including sales taxes, freight charges <br />14 and other taxes are considered Minor Equipment or Controlled Assets. <br />15 B. "Exercise" means an event designed to test and evaluate the POD site plan using the guidelines <br />16 set forth by Homeland Security Exercise and Evaluation Program (HSEEP) requirements. <br />17 C. "Health Emergency" means a situation where a potential threat to the health of the community <br />18 from a disease agent (i.e. Anthrax, Smallpox, Influenza, etc.) requires medication, medical supplies, <br />19 and/or equipment to be dispensed in mass quantity. Designation of a situation as a Health Emergency <br />20 requires an emergency declaration by the County Executive Officer and the Public Health Officer. <br />21 D. "Point of Dispensing (POD) Site" means any pre -identified location within a city and/or agency <br />22 designed to provide public citizens with medications, supplies, equipment, and/or other resources in the <br />23 event of a Health Emergency. <br />24 <br />25 II. SERVICES <br />26 A COUNTY is loaning CONTRACTOR Equipment. Title to these items shall remain vested in <br />27 COUNTY and the Equipment shall be deemed to be "Loaned Equipment' while in the possession of <br />28 CONTRACTOR. <br />29 B. CONTRACTOR agrees to the transportation, presence, and storage of Loaned Equipment at <br />30 designated POD site(s) or location of CONTRACTOR's choosing with ADMINISTRATOR'S written <br />31 approval, in support of this Agreement. POD site locations may be changed with written mutual consent <br />32 of CONTRACTOR and ADMINISTRATOR. The Loaned Equipment, listed in Table A below, is <br />33 appropriate for preparation of a public health emergency and/or exercise. In a public health emergency <br />34 or exercise, the Loaned Equipment shall serve to: <br />35 1. Identify staff within the POD site; <br />36 2.
