These programs have been retooled and broadened to facilitate projects <br />moving forward such as an affordable housing development and the broadening of the <br />Microenterprise Grants Program, <br />HUD regulations require that the CAPER be available for a 15 -day public review period prior to its <br />submittal. On August 28, 2015, a public notice was published in the Orange County Register, La <br />Opinion, and Nguoi Viet News indicating that the draft report would be available for review and <br />public comment beginning August $1, 2015. The draft CAPER was also available for public <br />review on the City's website, All comments received in written form and at the above mentioned <br />public hearing will be included in the final document submitted to HUD, which is due no later than <br />September 28, 2015. Due to the timeframe for submission, the final document may include minor <br />revisions pending final activity and expenditure reports. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 Fiscal Sustainability, Objective #1 <br />(maintain a stable, efficient and transparent financial environment), The CAPER reports the City's <br />accomplishments and expenditures during the 2014 -15 fiscal year associated with the HUD <br />grants _ Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and <br />HOME Investment Partnership (HOME), <br />75B -2 <br />
