That decision to remove the "3rd" flag restored proper "flag flying" order to S.C. by <br />allowing ONLY our U.S. & S.C. State flags to be flown from the S.C. Capital, with the U.S. flag <br />always at the top & State flag below, inferior. No other flags are to be flown out of respect to <br />our nation & states' symbols that unite U.S, as Americans first/foremost who coincidentally <br />remain FREE & sovereign states that comprise the same union of states balancing federal & <br />states' rights. <br />Please note that the ONLY colors that represent all of U.S.; namely: RED, WHITE, & BLUE have <br />an official FLAG CODE to be conformed to & even govt. grounds guidelines. U.S. Sen. Barbara <br />Boxer's web page affirms this by stating the following: <br />"'Every year, an average of more than 100,000 flags are flown over the U.S. Capitol at the <br />request of Members of Congress.
