During the litigation, Ms. <br />Amirani was the City's expert accompanied the City Attorney in defending and advocating the project. <br />She has gone through many depositions as the person most knowledgeable with the project and had <br />appeared in courts as well. <br />MoniYar C)gntolition AOL%vI igs <br />CivilSource will assist the City in obtaining bids for demolition of the buildings and structures after <br />completion of acquisition and relocation. Scope of the demolition along with schedule will be reviewed <br />and discussed with the City to ensure compliance with the overall schedule. A list of properties along <br />with schedule of acquisition, relocation and demolition if applicable will be prepared in order to ensure <br />timely completion. CivilSource will monitor utility disconnection, meter removal, asbestos and lead <br />testing for all scheduled demolitions. <br />Ere are Qgc(rmentation fur F2i ht of IVaYC3israositit�n <br />After completion of the street widening projects, often portions of the acquired property will remain <br />which is not large enough to be developed and if it remains in the public ownership will cause a <br />nuisance or a maintenance burden. These remnant parcels must be identified and disposed of in order <br />to reduce the City's liability. Sometimes these remnant parcels have value only to the adjacent property <br />owner. CivilSource will prepare a list to identify these parcels and prepare a plan to dispose of these <br />parcels as economically as possible. If it is determined that they have any values, they will be <br />appraised and offered to adjacent owners. <br />CivilSource will attend neighborhood & City Council meetings when required by the City's Project <br />Manager. CivilSource will prepare progress reports as often as required by the City and make <br />presentations to City staff. Public outreach and community involvement is a critical aspect of a <br />successful project. Ms. Amirani, as a retired City of Santa Ana employee, was involved in numerous <br />community and Council meetings presenting Public Works projects and obtaining their buy -in. She has <br />a vast knowledge of the neighborhood's needs and their issues regarding street widening projects and <br />will ensure community support for the projects. <br />Mnage Shce Activiiie ,tact CiY C3wnec% f�a a ernes <br />During the past several years, the City has accumulated a number of remnant parcels as a result of full <br />acquisition of properties necessary for the widening of the arterial streets. After completion of the <br />projects, the remainder parcels became surplus vacant lots and are available for development. These <br />lots are assets that could potentially generate millions of dollars to the City's Capital Improvement <br />Program and be used for widening projects. <br />CivilSource will set up procedures to best market and sell these surplus properties. In setting up the <br />procedures CivilSource will review the funding sources that were used to purchase the properties for <br />any limitation of the re -use of the lots, and consult with all City departments having jurisdiction in the <br />development of the parcels. <br />CivilSource will prepare the RFP for marketing these lots to potential developers qualified to purchase <br />the lots at maximum price, and develop the surplus lots with quality projects. Sale of these lots will not <br />only generate revenue for the City's street widening and CIP, but will provide quality development in <br />place of vacant lots which in turn will generate tax revenues for the City. In addition to the RFP, <br />CivilSource will explore other avenues to sell the surplus properties.
