The state may at its <br />;discretion recapture funds obligated under this exhibit, if <br />;expenditure plans are not being met. <br />.............................. <br />PROGRAM NARRATIVE <br />The purpose of this action is to initiate this Local <br />Workforce Development Area's (LWDA) new Program Year (PY) <br />2015-16 Workforce Innovation and Opportunity Act (WIOA) <br />Title I subgrant agreement and to incorporate WIOA Youth <br />formula funding into Grant Code (GC) 301. The amount in GC <br />301 represents this LWDA's entire youth formula allocation <br />for PY 2015-16. The term date for these funds is April 1, <br />2015 to June 30, 2017. The LWDA will operate the WIOA <br />program in accordance with the approved Workforce Innovation <br />and Opportunity Plan on file in the Central Office Workforce <br />Services Division of the Employment Development Department, <br />P.O.
