WS -A. REALLOCATION OF SURPLUS / BUDGET SURPLUS COUNCIL <br />PRIORITIES (FMS) - City Manager's Office <br />The following residents spoke on the matter: <br />• Ana Urzua, representing Building Healthy Communities, submitted <br />recommendations on behalf of the organizations they represent for <br />consideration - align with Strategic Plan. <br />• Adrian Munoz, opined that surplus funds be dispersed throughout the <br />neighborhoods. <br />• Georgina Maldonado, supports recommendation as submitted by the <br />Building Healthy Communities Initiative. <br />• Vattana Peong, representing Cambodian Family, spoke in support of <br />recommendations by Building Healthy Communities. <br />• Jose Rea, supports Pacific Electric Right -of -Way, requests lighting to <br />increase use; need to enhance services for homeless. <br />• Rosalia Vargas, representing Parques Familias Corazones Verdes; <br />requested $2 million of surplus funds for area improvements and <br />support programming. <br />• Graciela Medina, representing Manos Unidas, requested assistance in <br />establishing location to sell homemade goods; goals would benefit <br />families, achieve dreams and build sustainable business. <br />• Araceli Robles, member of Building Healthy Communities, support <br />petition submitted, developed collaboratively; supports skate park and <br />diverse programs. <br />• Luis Sarmiento, supports proposal submitted by Building Healthy <br />Community. <br />• Carlos Melendez, requested water fountain and bathroom facilities at <br />Plaza Santa Ana among other improvements in the Downtown. <br />• Concepcion Rodriguez, requested extended hours of operation of <br />Garfield Community Center. <br />• Abraham Medina, requested funding for community violence training in <br />collaboration of the Police Department; hire of intervention workers; <br />diversion program and community conferencing for youth alternatives <br />to detention centers. <br />• Ricarda Diaz, representing Parques Familias Corazones Verdes; <br />spoke in support of organization's mission and micro -farm proposal. <br />• Susana Sandoval, co -Chair of the Santa Ana Healthy Neighborhoods <br />Alliance and the Community United for Environmental Justice, <br />supports basic human services for homeless; need to establish <br />location for moving homeless out of area and into multi- faceted center. <br />• Ian Daeluciam, representing The Heart of Delight, support homeless <br />community and check -in center in Civic Center area. <br />• Madeleine Spencer, concerned with inconsistency of implementing <br />funds; also expressed concern with lack of activities for children at <br />Fiestas Patrias. <br />CITY COUNCIL MINUTES 19 SEPTEMBER 15, 2015 <br />1 0A -19 <br />
