On <br />July 13, 2015, the MOU was approved by the Orange County Transportation Authority (OCTA) <br />Board of Directors (Board). The MOU outlines the general cooperative agreement for the <br />development, implementation, operations, and maintenance phases of the project between the <br />City of Santa Ana and OCTA. <br />Additionally, on August 24, 2015, the OCTA Board approved the following: <br />• Capital Funding Plan (Exhibit 1) <br />Directing OCTA staff to pursue state cap -and -trade funds and other state and federal <br />funding sources <br />• Directing OCTA staff to submit the required New Starts project application and a letter to <br />the Federal Transit Administration requesting entrance into project engineering, the next <br />phase of the New Starts program <br />• Authorizing Initiation of right -of -way acquisition for the project, <br />On February 23, 2015, the OCTA Board approved a contract with HDR, Inc. to serve as the <br />project management consultant to assist with the oversight and delivery of the project, including <br />the design and construction phases. <br />19E -1 <br />
