REQUEST FOR <br />COUNCIL ACTION <br />COUNCIL CITY Di. .. <br />OCTOBER 6, 2015 <br />Rill <br />% N00"', <br />AGREEMENT WITH DELHI CENTER <br />FOR AMERICANS WITH DISABILITIES <br />ACT IMPROVEMENTS <br />(STRATEGIC PLAN NO. 5,4) <br />CITY MANAG �— <br />RECOMMENDED ACTION <br />CLERK OF <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_, <br />CONTINUED TO <br />Authorize the City Manager and Clerk of the Council to execute an agreement in the amount of <br />$200,000 with the Delhi Center for the period of October 6, 2015 through March 31, 2016 for <br />facility improvements to meet Americans with Disabilities Act requirements, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On November 4, 2013, the City Council approved the submittal of an Annual Action Plan (Plan) <br />Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD). The <br />Plan's Substantial Amendment authorized the use of $200,000 of Community Development Block <br />Grant (CDBG) funds for Americans with Disabilities Act (ADA) facility improvements at the Delhi <br />Center. <br />Approval of the recommended action will enable the Delhi Center to undertake ADA <br />improvements including the modernization or installation of up to 18 doors, a stage lift, and other <br />priority needs identified by an ADA Assessment, contingent upon available funding. Project funds <br />will be used for: 1) Project management and labor compliance to ensure that federal <br />requirements are met, 2) Assessment and design to prioritize improvements, and 3) The <br />installation and construction costs associated with the ADA improvements. This project will meet <br />the CDBG required national objective as a benefit to low- and moderate - income individuals. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability, Objective #4 (support neighborhood vitality and livability). <br />25C -1 <br />
