REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 6, 2015 <br />TITLE: <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />As Recommended <br />® As Amended <br />® Ordinance on 1" Reading <br />El Ordinance on 2 " Reading <br />Implementing Resclutlon <br />® Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with the Municipal <br />Water District of (Orange County, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney, for the preparation of the 2015 Urban Water Management Plan in an <br />amount not to exceed $40,000. <br />The City of Santa Ana is classified as an urban water supplier and is required by the Urban Water <br />Management Planning Act (Act) to update and submit an Urban Water Management Plan <br />(UWMP) to the Department of Water Resources every five years, The Act requires water <br />suppliers to describe and evaluate sources of water supply, efficient uses of water, demand <br />management measures, implementation strategy and schedule, and other relevant information <br />and programs. The City's 2015 UWMP must be submitted to the State by July 1, 2016, <br />Approval of this recommended action will allow the City to participate in a cost - sharing agreement <br />(Exhibit 1) with the Municipal Water District of Orange County ( MWDOC) and other Orange <br />County municipal water purveyors to retain a consultant for the preparation of the 2015 UWMPs. <br />As the regional entity representing cities and water districts throughout the county, MWDOC has <br />acted as the lead agency in coordinating previous efforts in preparing these reports. The City's <br />2010 UWMP was prepared through a similar cost - sharing agreement, which proved to be efficient <br />and mutually beneficial. <br />With input from the participating agencies, MWDOC has completed a competitive bidding process <br />and selected Arcadis, a highly qualified consultant, to prepare the 2015 UWMPs. The associated <br />cost allowance of $698,266 has been distributed among the cities and water districts based on <br />service area size and complexity of the respective water systems, Santa Ana's share is <br />estimated to be $36,050.
