ROH — 10/06/15 <br />RESOLUTION NO.2015 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING NEGOTIATION FOR THE SALE <br />OF CITY -OWNED REAL PROPERTY AT 205 WEST CIVIC <br />CENTER DRIVE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The YMCA building, located at 205 West Civic Center Drive, was <br />purchased in 1992 and has been vacant since that time. Last fall the City <br />entered into an Exclusive Negotiating Agreement with St. Joseph Health <br />System and Taller San Jose to lay out the parameters, deal points, and <br />the performance milestones of a development agreement. <br />B. St. Joseph Health System and Taller San Jose intend to create a multi- <br />purpose place of gathering for health, wellness and learning in the YMCA <br />building with the following activities: medical fitness; vocational training to <br />youth; and, primary care and worksite wellness. <br />C. St. Joseph and their team of consultants have been working over the past <br />year and have completed their assessment of the re -use potential of the <br />YMCA building. They have also assisted greatly in evaluating the <br />environmental remediation necessary associated with the airborne lead <br />and asbestos contamination. <br />D. This property was never put to use by the City; instead, it was held for <br />purposes of exchange or sale. The property is not necessary for the City's <br />use. <br />E. The City finds that the development of the property as a wellness and <br />fitness center would serve the public interest by providing much needed <br />programming for residents of the City of Santa Ana. <br />F. Santa Ana Municipal Code section 2 -706 establishes the procedures for <br />the sale of City -owned surplus real property.
