REQUEST FOR <br />SUCCESSOR AGENCY <br />s <br />ACTION <br />MEETING DATE: CLERK OF THE COUNCIL USE ONLY: <br />OCTOBER 6, 2015 <br />TITLE: APPROVED <br />LONG RANGE PROPERTY MANAGEMENT ❑ As Recommended <br />PLAN ❑ As Amended <br />El Im <br />(STRATEGIC PLAN NO. 4, 1) ElOtheementing Resolution <br />CONTINUED TO <br />FILE NUMBER <br />CITY M AGER <br />RECOMMENDED ACTION <br />Receive and file. <br />! _ W <br />Pursuant to the Dissolution Act, the City Council on January 9, 2012, elected for the City to act as <br />the "Successor Agency" to the dissolved Community Redevelopment Agency ("RDA"). On <br />February 1, 2012, in accordance with the Dissolution Act and the California Supreme Court's <br />decision in California Redevelopment Association v. Matosentos, Case No. S194861, the Agency <br />was dissolved and the City began to serve as the "Successor Agency." The City Council serves <br />as the governing body of the Successor Agency under the Dissolution Act as amended by <br />Assembly BIII (AB) 1484, to administer the enforceable obligations of the Agency and otherwise <br />unwind the Agency's affairs. The Oversight Board to the Successor Agency has oversight with <br />respect to the Dissolution process, including final review and approval of the Long Range <br />Property Management Plan. <br />The Successor Agency received Its Finding of Completion from the Department of Finance <br />("DOF") on November 26, 2014. Pursuant to Health and Safety Code Section 34191.5, within six <br />months after receiving a Finding of Completion from the DOF, the Successor Agency is required <br />to submit for approval to the Overslght Board and the DOF a Long Range Property Management <br />Plan ("LRPMP") that addresses the disposition and use of the real properties of the former RDA. <br />Prior to the enactment of AB 1484, the Oversight Board of the Successor Agency adopted <br />Resolution 2012-09 and directed the Successor Agency to take certain actions related to the <br />Inventory of property. Those properties identified as having a governmental purpose use were <br />approved to be transferred to the City, Four properties were Identified as marketable properties <br />to be disposed, and one property is subject to an enforceable obligation. <br />The following properties are included in the LRPMP (Exhibit 1): <br />4-1 <br />
