Attachment A 2015 -DJ -M -0226 <br />City: Huntington Beach <br />The Cite of Huntington Beach Police Departinent proposes to use the 2015 Juslice Assistance <br />Grant Program funding is follows: <br />PURPOSE AREAS <br />JAG funds may be used for state and local initiatives, technical assistance, strategic planning, <br />research and evaluation (including forensics), data collection, training, personnel, equipment, <br />forensic laboratories, supplies, contractual support, and criminal justice information systems that <br />will improve or enhance such areas as: <br />Law enforcement and planning, evaluation, and technology improvement <br />PROJECT NARRATIVE <br />Proposed program activities- - <br />The Huntington Reach Police Departtncut proposes evaluating and implementing a body worn <br />camera program during the life of this grant. We are currently developing policy for the program <br />and will be testing three different vendors, Once the vendor is chosen, we will use the awarded <br />grant funds for the purchase of the body worn cameras, docking stations, hardware and network <br />infrastructure support to implement the program. <br />Program need— <br />Body worn cameras can help improve the high - quality public service expected of police officers <br />and promote the perceived legitimacy and. sense of procedural justice that communities have <br />about their police departments. Furthermore, departments that are already deploying body -worn <br />cameras tell us that the presence of cameras often improves the performance of officers as well <br />as the conduct of the community members who are recorded. This is an important advance in <br />policing. <br />PROJECT GOALS <br />Our goal would be to implement a body worn camera, using the technology and evidence it <br />creates to further the mission of providing law enforcement services to our community and <br />maintaining public trust. <br />PROJECT STRATEGIES <br />After careful evaluation of different vendors, developing policy and community support, our <br />strategy will be to equip every uniformed police officer of the department with a body worn <br />camera, as part of a department wide body worn camera program. <br />PROJECT IDENTIFIERS <br />Body Worn Cameras <br />BUDGET DETAIL AND NARRATIVE <br />The purchase will be used for body worn camera equipment only. The cameras cost between <br />$600 and $800 each depending on which vendor vve choose. We will he equipping <br />approximately ISO uniformed officers at a cost of $90,000 - $120,000.
