Attachment A 2015 -DJ -BX -0226 <br />City: La Habra <br />The 0tv of La flethra proposes to arse the 2015 ,hestice Assistance Grant Program fimdirig as <br />./ollows: <br />PURPOSE AREAS <br />JAG funds may be used for state and local initiatives, technical assistance, strategic planning, <br />research and evaluation (including forensics), data collection, training, personnel, equipment, <br />forensic laboratories, supplies, contractual support, and criminal justice information systems that <br />will improve or enhance such areas as: <br />Law enforcement- Overtime <br />PROJECT NARRATIVE, <br />Proposed program actdvitdes- <br />The La Habra Police Department currently employs a policing concept called "Crime Reduction <br />Strategy" (CRS) which is similar to the data- driven police accountability model known as <br />"COMPSTAT ". CRS is a management process, within a performance management framework, <br />that synthesizes analysis of crime and disorder data, strategic problem solving, and a clear <br />accountability structure. CRS facilitates accurate and timcly analysis of crime and disorder data, <br />which is used to identify crime patterns and problems. Based on this analysis, tailored responses <br />or "strategies" are implemented through rapid deployment of personnel and resources. An <br />accountability structure is key to ensuring the analysis is acted upon and the responses are <br />implemented corTectly as well as assessing whether the responses are effective in reducing crime <br />and disorder. <br />Program raeed <br />The La Habra Police Department proposes to use the 2015 JAG funds to cover overtime <br />expenditures caused by rapid and ongoing deployment of personnel from our bicycle patrol unit <br />to our identified crime districts. Current bicycle patrol deployments are very limited and only <br />occur when sufficient staffing exists to cover shifts. The bicycle patrol unit will work to <br />significantly impact identified crime trends in our districts, as well as addressing quality of life <br />issues reported by community residents. <br />PROJECT GOALS <br />The goal of this project is to overtime fund bike patrol teams in identified crime districts, as well <br />as respond to community concerns of specific quality of life issues. <br />PROJECT STRA'T'EGIES <br />The entire JAG grant allocation for the City of La Habra ($10,742) wilt be spent on finding <br />bicycle patrols and response to community concerns regarding quality of life matters. <br />PROJECT IDENTII' IERS <br />Community Policing <br />Page 14 of 22 <br />25C -21 <br />
