Attachment A 2015 -DJ -BX -0226 <br />City: Orange <br />The City of Orange proposes to use the 2015 Justice Assistance Grant Program firncling as <br />,falloivs: <br />PURPOSE AREAS <br />JAG funds may be used for state and local initiatives, technical assistance, strategic planning, <br />research and evaluation (including forensics), data collection, training, personnel, equipment, <br />forensic laboratories, supplies, contractual support, and criminal justice information systems that <br />will improve or enhance such areas as: <br />The purpose area for use of funds is Law Enforcement. <br />PROJECT NARRATIVE <br />Proposed project activities-- - <br />During 2014, Orange Police Department investigated thousands of crimes, a majority of which <br />directly or indirectly involved a cellular phone. The investigations discovered the <br />suspects /victims use and /or possession of cellular phones during the commission of crimes or <br />when being victimized. Cellular phones contain minute by minute digital evidence of a suspect <br />and /or victim's location and communication before, during and after the commission of a crime. <br />The timely retrieval of this evidence in some cases may be lifesaving and be the only link that <br />helps detectives solve the crime or locate the victim. <br />By obtaining sophisticated cellular phone forensic extraction (hardware / software, the Orange <br />Police Department will be able to investigate technologically complex investigations. In <br />addition, cellular phones are frequently used by suspects to store evidence of criminal activity or <br />victimization. This equipment will also assist in the prosecution of suspects using evidence that <br />simply could not be obtained by traditional methods. <br />Program need <br />Due to the prevalence of cellular phones in our society, the Orange Police Department needs to <br />obtain sophisticated cellular phone forensic extraction hardware / software in order to improve <br />investigative effectiveness as technological advances increase, 'There have been times that <br />physical evidence is complimented and strengthened by digital evidence. On occasion, digital <br />evidence is all that exists to provide investigative leads and evidence in solving crimes. <br />PROJECT GOADS <br />To obtain sophisticated cellular phone forensic extraction hardware l software to view, analyze <br />and retain digital evidence on cellular phones, In many cases, information provided by the <br />cellular phone providers is incomplete as much of the user's data is stored locally on each phone. <br />This hardware, coupled with tine analysis software, will enable investigators to conduct cellular <br />phone forensic examinations on all of types of cellular phones, <br />PROJECT STRATEGIES <br />Page 16 of 22 <br />25C -23 <br />
