Attachment A 2015- I).1 -BX -0226 <br />City: Santa Ana <br />The City of Santa Ana proposes to u.ve the 2015 Justice Assistance Grant Progratn,funding as <br />follows: <br />PURPOSE AREAS <br />.IAG funds may be used for state and local initiatives, technical assistance, strategic planning, <br />research and evaluation (including forensics), data collection, training, personnel, equipment, <br />forensic laboratories, supplies, contractual support, and criminal justice information systems that <br />will improve or enhance such areas as: <br />Law Enforcement <br />PROJECT NARRATIVE <br />Proposed progr°ani activities- - <br />Through the use of grant funding, the City of Santa Ana Proposes a three pronged approach to <br />reducing criminal activity. <br />Funding will allow: <br />1.) Augmentation of our gang enforcement, as well as, advanced gang investigative training for <br />gang suppression detectives. Funding will provide for gang enforcement activity with <br />suppression details working overtime to target specific enforcement of gang members involved <br />in violent behavior. The department currently lacks the manpower and fiscal resources to address <br />this problem, these officers will be deployed directly into the neighborhoods being most <br />negatively affected. by gang activity and will be funded for the three -year grant period. <br />Additionally, funding will be utilized to provide gang suppression personnel with advanced <br />training to ensure gang related offenses are successfully prosecuted. <br />2.) Enhancement of Educational Opportunities. The Santa Ana Police Department believes <br />Community Oriented Policing (COP) has been and must remain at the core of crime reduction. A <br />major component of COP is educational opportunities offered to residents. With funding <br />severely cut, educational programs and staffing that provided this valuable resource have been <br />reduced. Officers as well as non -sworn staff will offer COP related training programs on zm <br />overtime basis to complete this goal. Funding will cover the entire grant performance period. <br />3.) Enhancement of Community Policing. Funding will provide for community policing <br />enforcement operations with suppression details working overtime to address crimes of public <br />disorder specifically tied to community complaints. The department currently utilizes a robust <br />community complaint Cracking system to ensure responsiveness to resident concerns. Funding <br />will cover the entire grant performance period. <br />This funding will equate to approximately 1,247 hours of additional law enforcement resources <br />within our cormilunity. <br />The Department will utilize the funds for personnel overtime and advanced gang investigative <br />training, as needed. The remainder of the funds will be utilized to offer educational opportunities <br />Page 18 of 22 <br />25C -25 <br />
