REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 20, 2015 <br />TITLE; <br />RESOLUTION FOR RECREATIONAL <br />TRAILS PROGRAM GRANT APPLICATION <br />{STRATEGIC PLAN NO. 5,4A) <br />CITY IMAMAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />71 As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submittal of a Recreational Trails Program Grant application in <br />the amount of $1,875,566 for the construction of a bike trail. <br />DISCUSSION <br />The State of California issued a Notice of Funding Availability for the Recreational Trails Program to <br />provide funds to organizations to acquire, develop and /or maintain motorized and non - motorized <br />trail Projects. The program awards funds on a competitive basis from applications submitted. <br />The proposed project site is approximately 1.75 miles of bike trail along the Greenville /Banning <br />Flood Control Channel and Centennial Park. The proposed project will utilize an existing park and <br />flood control channel to develop phase I of a key class I bike trail, connecting the residential and <br />industrial area of the city to the Santa Ana Golden Loop Bike Trail. The route will extend from <br />Segerstrom Avenue and the Greenville /Banning flood control channel to the Santa Ana River <br />Regional Trail at Edinger Avenue (see exhibit). <br />The application process for this program is lengthy. The state plans to announce <br />recommendations for project funding in December 2015 /January 2016. In spring 2016, the state <br />will perform an environmental review of the recommended projects. During the summer of 2016, <br />Federal Highway Administration review will be undertaken. By fall /winter 2016 the state intends to <br />enter into agreements with the applicants for a performance period of 5 years. The grant will <br />provide up to 88% of the eligible cost and the City will commit to a 12% requirement, which would <br />be $225,068. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 Community Health, Livability, Engagement & <br />Sustainability, Objective #4 (Support neighborhood vitality and livability), Strategy A (Support the <br />55A -1 <br />
