L xVY Ny, 14 -069 <br />Proposal Provided to:' <br />City of Santa Ana, Public Works Agency;`4. <br />2A Scope of Services & Schedule <br />The City of Santa Ana (City) seeks assistance with the development of a Fee Study to determine the cost <br />impacts and revenue requirements of current and projected stormwater permit programs [including total <br />maximum daily loads (TMDLs)], and Identify and recommend various funding options. The general <br />approach for the development of the Fee Study includes the following: <br />1. Assessment of current and projected stormwater program (including TMDLs) expenditures and <br />revenue sources <br />2. Document the feasible funding sources and compare /contrast the inherent advantages, challenges, <br />and /or legal restrictions <br />3. Develop a range of reasonable and feasible alternatives based on potential funding sources and <br />identify a preferred alternative <br />4, Identify an implementation plan for the preferred alternative <br />S. Project management and coordination <br />2.1 Recommended Tasks for the Successful Completion of the Project <br />The LWA Team has the expertise and a firm understanding of the challenges faced by the City in the <br />implementation and funding of the stormwater program. The Team will perform the following tasks to <br />evaluate and recommend viable funding options that will best meet the needs of the City, and ensure the <br />development of a comprehensive and accurate Fee Study. The Team's recommended tasks to develop the <br />Fee Study are based on the requested Scope of Work (Attachment 1 in the Appendix) in the Request for <br />Proposals (RFP). <br />2.1.1 Task 1. Kickoff Meeting <br />After award of the contract, key members of the LWA Team will meet with City staff to discuss the scope of <br />services and implementation process. To prepare for the first few tasks, the LWA Team will provide an <br />initial information request to the City during this meeting. This will provide City staff with the necessary <br />time to obtain and transmit documents that support the subsequent work effort. The LWA Team will work <br />closely with City staff to ensure that we are able to obtain timely and complete feedback. The types of <br />materials that may be requested include: <br />• Sources of funds; <br />• Revenues and expenditures related to fees specifically for stormwater compliance requirements <br />(e.g., development application review fees, fees for inspection of businesses or construction sites <br />related to stormwater compliance); <br />• Budget details from the past two (2) fiscal years (2013 -2014 and 2014 -2015) for the <br />Implementation of the stormwater program, TMDLs, and /or other related programs; <br />• Budget for implementation of stormwater program, TMDLs, and /or other related programs for the <br />upcoming fiscal year (2015 - 2016); <br />• Any future projected budgetary needs for the implementation of the stormwater program, TMDLs, <br />and /or other related programs; <br />• Current salaries and benefit multipliers for key stormwater staff; and /or <br />• Previous funding studies /assessments and /or ancillary information developed in support of the <br />funding studies /assessments (e.g., 2003 Stormwater Fee Study). <br />Deliverables: Meeting agenda and materials <br />Meeting summary <br />NPDES & Environmental Programs Fee Study <br />Page 1 21 RFP No. 14 -069 <br />June 23, 2015 at 2:0a g.m. <br />
