As noted within the organizational chart <br />(Figure 1. Revenue Source Implementation Support <br />(As Needed & Directed by City Staff) <br />Although the actual revenue source implementation support will be dependent upon the conclusions of the <br />Fee Study and further direction from the City, the LWA Team has included our initial thoughts as to what <br />tasks may be requested and the range of associated costs. <br />A — Implementation Management, including Balloting and Community Outreach <br />The LWA Team will assist as needed with the implementation of the selected funding mechanism(s). The <br />types of assistance that may be provided includes implementation planning and management; feasibility <br />analysis including public opinion polling; development of supporting resolutions and Fee Report (see Task <br />SB, below), design, printing, mailing of balloting documents, and planning and implementation of <br />community outreach. <br />Possible Deliverables: Survey Instrument and Report <br />Community Outreach Plan <br />Community Outreach Collateral Materials (e,g., Handouts, FAQs, etc.) <br />Complete Proposition 218 compliant Fee Report /Tax Report <br />B— Fee Report, including Detailed Runoff and Pollutant Loading Calculations <br />The LWA Team could develop, and /or assist with the development of the required supporting document for <br />a dedicated revenue source (If a property - related fee is selected, the Team can develop the supporting <br />report that is often called a Fee Report, Nexus Study or Engineer's Report. If a special tax is selected, a Tax <br />Report can be developed.). <br />It is anticipated that a rate structure will be developed based upon a number of key property attributes, <br />including property use, property size and location, runoff coefficient, and pollutant loading. In Task 3, <br />above, the Team will develop the foundation for the runoff coefficient (impervious area) and pollutant <br />loading factors. Of these, the determination of pollutant loading is the most complex and has the least <br />established precedent, and accordingly, the Team's approach is discussed below. This approach would be <br />used in Task 3, and further, as part of Fee Report. <br />Evaluation of Methodologies - The LWA Team will identify available, peer reviewed pollutant <br />loading quantification methodologies, tools, and models and evaluate their potential use in <br />allocating costs. These tools range from spreadsheet -based approaches to complex and costly <br />watershed models that have been used throughout Los Angeles and San Diego Counties under <br />the Enhanced Watershed Management Program (Los Angeles) and Water Quality Improvement <br />Plan (San Diego) frameworks. The evaluation of pollutant loading allocation methodologies will <br />consider the availability of Santa Ana and /or Orange County- specific land use, outfall, and <br />receiving water monitoring datasets that may enhance or limit the value of using various <br />methods to allocate costs.
