jmf 09/30/2015 <br />RESOLUTION NO. 2015 -058 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE APPLICATION FOR GRANT <br />FUNDS FROM THE STATE OF CALIFORNIA <br />RECREATIONAL TRAILS PROGRAM FOR A BIKE TRAIL <br />PROJECT ALONG THE GREENVILLE /BANNING FLOOD <br />CONTROL CHANNEL AND CENTENNIAL PARK <br />WHEREAS, the "Safe, Accountable, Flexible, Efficient Transportation Equity Act: <br />A Legacy for Users" provides funds to the State of California for Grants to federal, state, <br />local and non - profit organizations to acquire, develop and /or maintain motorized and <br />non - motorized trail projects; and <br />WHEREAS, the State Department of Parks and Recreation has been delegated <br />the responsibility for the administration of the program within the State, setting up <br />necessary procedures governing project application under the program; and <br />WHEREAS, these procedures established by the State Department of Parks and <br />Recreation require a project applicant to certify by resolution the approval of its <br />application before submission of the application to the State; and <br />WHEREAS, a project applicant will enter into a contract with the State of <br />California to complete the project; and <br />WHEREAS, the City of Santa Ana wishes to make such an application for the <br />bike trail project described herein. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br />Section 1. The City Council approves the submittal of an application for <br />$1,875,566 in grant funds through the State of California Recreational Trails Program to <br />develop approximately 1.75 miles of bike trail along the Greenville /Banning Flood <br />Control Channel and Centennial Park ( "Project "). The Project will utilize an existing <br />park and flood control channel to develop phase I of a key class I bike trail, connecting <br />the residential and industrial area of the city to the Santa Ana Golden Loop Bike Trail. <br />The route will extend from the Segerstrom Avenue and the Greenville /Banning flood <br />control channel to the Santa Ana River Regional Trail at Edinger Avenue. <br />Section 2. The City Council certifies that the Project is consistent with the <br />City's general plan or the equivalent planning document. <br />Section 3. The City Council certifies that the City has or will have available <br />prior to commencement of any work on the Project sufficient funds to operate and <br />maintain the Project. <br />Resolution No. 2015 -058 <br />Page 1 of 3 <br />
