Santa Ana/Tustin TSIA Board <br />Allocation of TSIA Funds for Design <br />August 30,:200,1 <br />Page 2 of 2 <br />On October 30, 1996, the Santa Ana/Tustin TSIA Board approved utilization of <br />$790,000, subject to reimbursement from the OCTA Measure "M" Smart Street Program <br />(SSP) for the preparation of construction documents and right of way maps for the <br />project. <br />The project has been approved by OCTA for SSP funding of the design phase in the <br />amount of $722,000 in FY 99/00, right of way phase in the amount of $2,892,000 in FYs <br />99/00 and 00/01, and construction phase in the amount of $4,061,000. The total SSP <br />funding is $7,675,000. <br />The current estimated engineering, right of way, and construction costs total <br />$10,716,458. The transfer of the remaining phase funding of $195,246 and allocation <br />of $2,846,212 in FY 01102 will allow the Cities of Santa Ana and Tustin to complete the <br />project. <br />The intersection of Grand Avenue and Dyer Road has been identified as an <br />intersection improvement in an amendment to the joint powers agreement between the <br />cities of Santa Ana and Tustin. The amendment was executed on February 22, 2001. <br />The amendment specifies funds to be received by 2005. The proposed improvements <br />are the addition of a westbound through and eastbound left turn lane. The intersection <br />is currently operating at Level of Service "E ". The estimated cost for the improvement <br />is $600,000. Under the provision of the amendment to the JPA, Tustin is obligated to <br />pay 29% of the total costs and Santa Ana is responsible for the remaining. Santa Ana's <br />obligation will be paid out of TSIA funds. Staff of both cities recommend that the TSIA <br />Board authorize $100,000 in TSIA Fees to conduct preliminary engineering for the <br />improvements provided the costs for the Edinger Avenue Smart Street improvements <br />upon award of the construction contract do not exceed the total estimated costs of <br />$10,716,458.
