Treasurer Report <br />George Alvarez reported on the fund balance for Transportation Areas A and B. <br />Fund balance for Area A ending October 31, 1997 is $1,763,110.89; fund <br />balance for Area B ending October 31, 1997 is $752,376.29. <br />V. Administrative Reports <br />A. Development <br />1. Santa Ana - Linda Hale reported on the Centre Project on Seventeenth <br />Street which opened Summer 1997, the Home Place Center, opposite Centre on <br />Seventeenth Street and the Pacific Center next project near Edinger and St. <br />Gertrude. <br />2. Tustin (a) Chris Shingleton reported on the status of MCAS Reuse Plan. <br />The EIS will be available for a 45 day review and comment period beginning <br />January 5, 1998. A record of decision is expacted September 1998, The <br />County of Orange is planning to construct a regional park at the base. The <br />Assistant Secretary to the Navy recommended that the current Army Reserve <br />Center building and land be transferred to the Army. The base is scheduled for <br />closure July 1999. (b) Rita Westfield reported on the status of the Commuter <br />Rail Station. Escrow on the property has closed. Miralles Association is the <br />design consultant. The site will also include 122,000 square feet of <br />commercial /retail and office development. <br />B. Transportation <br />1. Contract award for consulting services for Edinger Avenue widening from <br />Ritchey Street to 2400 feet west of Jamboree Road - (George Alvarez) <br />Recommendation: <br />a) Authorize the Santa Ana City Council to award an agreement for consulting <br />services for preparation of plans, specifications, and estimates for Edinger <br />Avenue widening project. <br />b) Authorize $60,000 for site assessment study and staff changes. <br />Mr. Alvarez reported that the TSIA Board approved funding October 30, 1996 for <br />design plans in the amount of $790,000.
