ASA �, [E" <br />CITY COUNCIL May 6, 1991 <br />MEETING DATE _ <br />TITLE AMENDMENT TO THE <br />SANTA ANA /ORANGE <br />JOINT POWERS AGREEMENT <br />ACTION <br />4-//- 6y0 ,i <br />/� P 0 Y-3) <br />MAY 6 1991 <br />DATE OF COUNCIL ACTION <br />Authorize rney -{® - -- <br />prepare and the Mayor and Clerk to <br />exec, da apreernant <br />Direct the City Attorney to prepare, and authorize the Mayor and Clerk of the <br />Council to execute an Amendment to the Joint Exercise of Powers Agreement <br />between the City of Santa Ana and the City of Orange Creating the <br />Transportation System Improvement Authority. <br />DISCUSSION <br />The Joint Exercise of Powers Agreement between the City of Santa Ana and the <br />City of Orange Creating the Transportation System Improvement Authority <br />established this public entity on December 8, 1984. The purpose of the <br />agreement was to provide development of a program by the Authority <br />implementing the transportation system improvements in the designated area, <br />and controlling the expenditure of development fee revenues for <br />transportation system improvements in that area. The designated area <br />encompasses portions of Santa Ana and Orange in the vicinity of MainPlace. <br />The current agreement stipulates that the Authority shall be administered by <br />a governing board of four voting members, namely, the Mayor and Mayor Pro Tem <br />of each City. All four members, or their designated alternates, are required <br />to be present at Board meetings for the Board to take any action, and three <br />affirmative votes are required to carry any motion. The purpose of the <br />amendment is to allow the Board to meet with only three members present <br />instead of four. However, three affirmative votes would still be required to <br />carry any motion. This modification will allow the Board to conduct business <br />on a more regular basis by allowing for the absence of one of the four <br />Councilmembers from each meeting. <br />The current agreement sets 4:30 p.m. as the meeting time for regular <br />meetings. The proposed amendment changes the official meeting time to <br />4 p.m., which reflects the actual practice of the Board. <br />w <br />043 <br />C.S. 383 <br />
