Participation of <br />two elected officials from each city is required to constitute a <br />quorum to conduct any business or take any action. <br />When the agreement was initially executed, there was a need to have <br />regularly scheduled meetings. Due to increasing demands placed on <br />elected officials for other issues, Santa Ana /Orange TSIA Board <br />meetings have been consistently rescheduled or canceled. In view <br />of the demands placed on elected officials, staff is recommending <br />the agreement be amended to eliminate the required quarterly <br />meetings and only require an annual meeting to be held on the third <br />Thursday in October. Special meetings of the governing board may <br />be called at any time with the joint approval of the city managers <br />of Orange and Santa Ana. <br />The TSIA Board met on June 22 and concurred with the recommendation <br />to extend the amendment to the agreement consolidating meetings. To <br />execute this amendment, the City Councils of both cities must <br />approve the amendment to the agreement. <br />1• <br />C.S. 383 <br />
