6th /Lacy and Raitt /Myrtle Open Space Acquisition <br />November 17, 2015 <br />Page 2 <br />On August 18, 2015, the City Council authorized an agreement with the RSCCD to move forward <br />with a land conversion process, required by NPS to consider allowing CEC to remain at <br />Centennial Park. The agreement identifies both the 6th and Lacy Street properties (0.42 acres) <br />and the Raitt and Myrtle Street properties (1.09 acres) for a total of 1.51 acres as potential <br />replacement properties for land conversion. Currently the properties are owned by the Housing <br />Authority as the Housing Successor Agency and must be sold to the City in order to move <br />forward with the land conversion process. The Housing Authority obtained appraisals for these <br />properties between June and August of 2015, and the appraised value totaled $1,743,000. <br />Staff has reconciled the Community Development Block Grant (CDBG) accounts and has <br />determined that there is an unallocated amount of $1,454,000 currently available which the City <br />may use to acquire the properties. An additional $289,000 will be identified from CDBG <br />programs /activities that may not expend the full amount allocated for reprogramming to complete <br />the acquisitions. <br />The use of CDBG funds to acquire the properties requires a Substantial Amendment to the City of <br />Santa Ana Annual Action Plan, a 30 -day public comment period, a public hearing, City Council <br />approval and an Environmental Assessment. In addition, a public hearing and approval for the <br />sale of the properties by the Housing Authority as the Housing Successor Agency is required. <br />The following is a tentative timeline for the property acquisitions: <br />TIME FRAME <br />ACTION <br />DEC 2015 <br />Commencement of Annual Action Plan Substantial Amendment <br />Public Comment Period <br />JAN 2016 <br />Public Hearing for Substantial Amendment at <br />Community Redevelopment and Housing Commission (CRHC) <br />JAN 2016 <br />Substantial Amendment to City Council for Approval <br />FEB 2016 <br />Completion of Federally Required Environmental Assessment & Housing <br />Authority as Housing Successor Agency Approval of Sale <br />MAR 2016 <br />Acquisition of Housing Authority as Housing Successor Agency Owned <br />Properties <br />NPS has already approved 1.4 acres of land conversion and replacement properties from the <br />Orange and McFadden Pacific Electric Park site. Approval of this item will allow staff to initiate <br />the administrative process to acquire an additional 1.51 acres of land conversion and <br />replacement properties for a total of 2.91 acres of open space. This will exceed the required land <br />replacement requirements and should exceed the land value requirements to allow CEC to <br />remain at Centennial Park. <br />65D -2 <br />
