VARIANCE NO. 2015 -07 <br />(Applicant: Del Amo Motorsports) <br />Legal notice published in the Orange County Reporter on September 29, 2015 and <br />notices mailed September 30, 2015. <br />A project overview was provided by Ricardo Soto, Assistant Planner I. Chairman <br />Gartner opened the public hearing. FINAL ENVIRONMENTAL IMPACT REPORT NO. 2015 -01. AMENDMENT <br />APPLICATION NO. 2014 -4, DEVELOPMENT AGREEMENT NO. 2015 -3, <br />GENERAL PLAN AMENDMENT NO. 2015 -3, AND VESTING TENTATIVE TRACT <br />MAP NO. 2015 -3 FOR THE HERITAGE MIXED -USE DEVELOPMENT PROJECT <br />(Applicant: Dyer 18 LLC) <br />Legal notice published in the Orange County Reporter on September 29, 2015 and <br />notices mailed September 30, 2015. <br />A project overview was provided by Vince Fregoso, <br />Acting Planning Manager. Mr. Fregoso answered questions from the commission <br />related to zone re- designation from industrial to mixed use, traffic studies, in -lieu <br />fees, and the development agreement. Chairman Gartner opened the public <br />hearing. Bob Bisno and Scott Reekstin both spoke in opposition of the project. A <br />letter of opposition was received from Kari Rigoni from John Wayne Airport. The <br />applicant answered questions and spoke in support of the project. There were no <br />other speakers and the hearing was closed. <br />RECOMMENDED ACTION: Planning Commission direction. As proposed, the <br />project would alter the existing General Plan and zoning policies for the site. <br />While this change in direction is quite substantial, it may be consistent with <br />PLANNING COMMISSION MINUTES 2 OCTOBER 12, 2015 <br />
