REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />TITLE: <br />APPOINT REPRESENTATIVE TO THE <br />ORANGE COUNTY VECTOR CONTROL <br />(STRATEGIC PLAN NO, 5, 1) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 13' Reading <br />❑ <br />Ordinance on 2"' Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Appoint a representative to the Orange County Vector Control for either a two or four year <br />appointment commencing January 5, 2016. <br />DISCUSSION <br />The City's current representative is Cecilia Aguinaga who has served in this capacity since <br />November, 2010 and has expressed interest in continuing to represent the City. The Vector <br />Control meets on the 3rd Thursday of the month at 3:00 p.m. at their Garden Grove headquarters; <br />representatives receive $100 a month stipend. <br />Staff posted the vacancy, pursuant to Maddy Act requirements and has not received any <br />applications from interested residents for said position. <br />The Orange County Vector Control District (OCVCD) is one of over 100 agencies statewide <br />specifically dedicated to protecting public health by controlling rats, flies, mosquitoes, and other <br />vector related problems. The District was formed in 1947 in accordance with local authority <br />provided by the Mosquito Abatement Act of 1915 and further supported by the California Health <br />and Safety Codes. Operation of the District is overseen by a Board of Trustees comprised of 35 <br />members, each appointed by their city of residence (34) with one member representing the <br />County. Trustees are appointed for terms of either two or four years at the discretion of the <br />appointing authority and need not be elected officials. Also, it is important to note that appointed <br />members may not be removed without cause. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability, Objective #1 (Establish a comprehensive community engagement <br />initiative to expand access to information and create opportunities for stakeholders to play an <br />active role in discussing public policy and setting priorities). <br />60A -1 <br />
