REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />TITLE <br />CONTRACT AWARD TO TECTA <br />AMERICA FOR FIRE STATION No. 72 <br />ROOF REPLACEMENT <br />(SPEC NO. 15 -098) <br />(STRATEGIC PLAN NOS. 1; 6, 1G, 2A) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />_.1000 ■ <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1®1 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />;•H V,1 Pr_. <br />FILE NUMBER <br />Authorize a one -time purchase and payment of purchase order to TECTA America to install <br />replacement roofing for Fire Station No. 72 in an amount not to exceed $82,950, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Finance & Management Services Agency, Building Maintenance Division annually inspects <br />the condition of City facilities including City -owned fire stations. In 2014, after evaluating the tile <br />roof of Fire Station No. 72 located at 1688 E. Fourth Street, the Facilities - Fleet - Central Stores <br />Manager recommended roof replacement as repair and maintenance would no longer be cost - <br />effective. The proposed re- roofing material is fiberglass- reinforced asphalt shingle overlaid on two <br />protective layers of fiberglass- reinforced synthetic rubber sheets. This roofing design provides <br />durable and effective insulation with superior protection against all weather conditions. The new <br />roof will include a 40 -year warranty for the asphalt composition shingle. Additionally, re- roofing the <br />facility will reduce maintenance and repair costs, eliminate future service interruptions related to <br />roof repairs, and address public safety needs of the community. <br />The notice soliciting proposals was advertised on September 09, 2015, on the City's online bid <br />management and publication system. A summary of the solicitations and proposals received is as <br />follows: <br />24 Vendors notified <br />4 Santa Ana vendors notified <br />22 Vendors downloaded the solicitation <br />6 Proposals received <br />1 Proposal received from Santa Ana vendor <br />Proposals were received, opened on October 08, 2015, and evaluated (Exhibit 1).
