REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 1, 2015 <br />TITLE: <br />PARK RANGER PROGRAM UPDATE <br />(STRATEGIC PLAN NO. 1, 1) <br />CITY MAN89gR <br />RECOMMENDED ACTION <br />Receive and file Park Ranger Update. <br />DISCUSSION <br />CLERK OF COUNCIL USE ONLY: <br />I-1 <br />As Recommended <br />As Amended <br />® <br />Ordinance on 1" Reading <br />E] <br />Ordinance on 2^" Reading <br />® <br />Implementing RaealLltIon <br />® <br />Bet Publlo Hearing Por_ <br />C* Ie112f1111NA1,44h <br />PILE NUMBER <br />The Police Department assumed responsibility for the Park Ranger Program on April 18, 2015. <br />The program is currently staffed with one full-time Park Liaison Officer (40 hours), a 20 hour part- <br />time Park Ranger, and 40 hours of police officer overtime, for a total of 100 hours per week. On <br />June 24, 2015 the Police Department hired its first part-time Park Ranger, Claire Baltodano. <br />Ranger Baltodano is scheduled to complete her training in December 2015. In addition, the <br />Police Department has learned that the one existing Park Ranger from Parks, Recreation and <br />Community Services was approved to start his required POST requalification class on November <br />30, 2015 and is currently in the background investigation process. <br />There are currently two remaining part-time Park Ranger vacancies. The Police Department <br />continues to actively recruit Park Ranger applicants from the Orange County Sheriff's <br />Department, Los Angeles County Sheriff's Department, San Bernardino County Sheriff's <br />Department, California Commission on Peace Officer Standards and Training (POST), area <br />police academies (Golden West, Rio Hondo, Orange County), and various police officer <br />associations. <br />To date, the Personnel Services Department has received 255 applications for the Park Ranger <br />positions. 45 applicants possessed the minimum qualifications required by the job description. Of <br />the 45 applicants that met the minimum qualifications, 11 remain in various stages of the <br />recruitment process. The remaining 34 candidates failed a component of the recruitment <br />process. The Police Department will maintain a continuous recruitment of the Park Ranger <br />classification until the last two positions are filled. <br />19D-1 <br />
