Orange County Labor Federation, AFL -CIO <br />WIOA Youth RFP Proposal <br />1. Experience /Qualifications <br />A. The Orange County Labor Federation, AFL -CIO (OCLF) is a non - profit which <br />represents more than 93 different Local Unions who represent more than 250,000 <br />union members throughout Orange County, <br />B. The OCLF is located at 309 N. Rampart St., Suite A, Orange, CA 92868 with Chapman <br />Ave to the south and E. Orangewood Ave to the north. <br />C. The OCLF's regular hours are Monday through Friday from 8am to 5pm but is usually <br />open longer hours and on weekends for community meetings and special projects. <br />D. Being a Union office, the OCLF is accustomed to members bringing spouses & <br />children to all meetings /events held by the OCLF. Staff makes themselves available <br />to children of union members and the community at large to assist with filling out of <br />college applications and FAFSA forms. The OCLF's computer room is readily <br />accessible to anyone in need of a computer /printer. Internships offered by the OCLF <br />are popular amongst high school and college students. <br />E. The average annual operating budget of the OCLF is $950,000. Main sources of <br />funding are from per- capita tax paid by our affiliated Local Unions, annual <br />fundraisers and grants. <br />• The OCLF employees 7 full time employees who are responsible for various <br />departments but work together to reach goals set by the OCLF. <br />• The OCLF worked with the County of Orange on a summer internship <br />program for troubled youth. <br />The OCLF is proud of its past work with youth. Youth will stop by to thank us for assisting <br />and guiding them while some have stopped by to show us a college acceptance letter <br />and to say thank you. In partnership and collaboration with community and labor <br />groups, we are proud to advocate and support re -entry programs for youth. <br />2. Proposed Program <br />A. Program's main objectives are as follows: <br />1. To expose and prepare youth for apprenticeship programs <br />2. Prepare youth for apprenticeship written and math exams <br />3. Prepare youth for oral interviews <br />4. Assist youth with in securing the necessary equipment and tools <br />to be successful on job sites <br />5.
