Authorize the City Manager and Clerk of the Council to execute an amendment to the <br />Emergency Solutions Grant Subrecipient Agreement with Illumination Foundation to <br />increase the compensation by $25,786.34 to provide housing assistance for Civic Center <br />homeless individuals and families in a total amount not to exceed $89,536.34 for the period <br />of July 1, 2015 through June 30, 2016, subject to non - substantive changes approved by the <br />City Manager and City Attorney. <br />2. Authorize the City Manager and Clerk of the Council to execute an amendment to the <br />Emergency Solutions Grant Subrecipient Agreement with Mercy House Living Centers to <br />increase the compensation by $25,786.33 to provide housing assistance for Civic Center <br />homeless individuals and families in a total amount not to exceed $113,286.33 for the period <br />of July 1, 2015 through June 30, 2016, subject to non - substantive changes approved by the <br />City Manager and City Attorney. <br />On April 21, 2015, the City Council authorized the City Manager and the Clerk of the Council to <br />execute agreements with non - profit agencies as part of the 2015 -2016 Emergency Solutions <br />Grant (ESG) Program allocation. The Illumination Foundation was awarded $63,750 and Mercy <br />House Living Centers was awarded $87,500 in grant funds which included housing assistance <br />activities to serve people experiencing homelessness. <br />At the close of fiscal year 2014 -2015, unspent funds from ESG Program recipients totaling <br />$51,572.67 were recaptured for redistribution. In an effort to provide additional housing <br />assistance specifically for homeless individuals and families residing in the Civic Center area, <br />staff recommends reallocating these funds to both the Illumination Foundation for a total contract <br />of $89,536.34 and to Mercy House Living Centers for a total contract of $113,286.33. <br />25A -1 <br />
