H. Aligned with the goals of restructuring the City's current Information <br />Services organization to reflect a progressive and responsive structure <br />that is focused on enhancing service delivery and reflects industry best <br />practices, the City Manager proposes the City's IT Assessment Steering <br />Committee recommendations to add the full -time classification title of <br />Chief Technology Innovations Officer (EM) (see Exhibit A) in the Basic <br />Compensation and Benefit Plan for classes of employment designated as <br />Unrepresented Executive Management (EM), and to add the full -time <br />classification title of Project Management Officer (AM) (see Exhibit E) in <br />the Position Classification and Pay Plan, to advance the City's IT vision <br />and support the Information Technology Strategic Plan (ITSP) <br />5 -year Roadmap. <br />I. To assist in focusing our resources towards programs and activities with <br />the greatest potential to successfully achieve our budget vision and <br />purpose, the Executive Director of Finance and Management Services <br />proposes adding the full -time classification title of Budget Supervisor (AM) <br />(see Exhibit E) in the Position Classification and Pay Plan. <br />J. To increase communication and effectiveness with risk management, the <br />Executive Director of Personnel Services proposes adding the full -time <br />classification title of Risk Management Coordinator (UC) (see Exhibit B) to <br />the Position Classification and Pay Plan, to provide a level of analysis and <br />technical expertise beyond the scope of the City's current job classification <br />assigned to coordinate liability claim investigation and resolution functions, <br />insurance procurement and loss control activities. <br />K. In order to enhance project and service delivery and achieve operating <br />efficiencies through improved alignment between titles and evolving <br />business processes throughout the Public Works Agency, the Executive <br />Director of Public Works proposes adding the following full -time <br />classification titles to the Position Classification and Pay Plan; <br />1. Community Liaison (see Exhibit F) will interface with the public and <br />with property owners /occupants affected by infrastructure projects to <br />ensure timely notification, substantive consideration of project impacts <br />to commerce and quality of life, feasible mitigation of impacts, first <br />point of contact for responsive review and resolution of public concerns <br />relating to Public Works projects and programs; <br />Resolution No. 2015 -026 <br />Page 2 of 7 <br />55C -8 <br />
