SANTA ANA CLIMATE ACTION PLAN INITIAL STUDY <br />CITY OF SANTA ANA <br />3.14 PUBLIC SERVICES <br />Would the project result in substantial adverse physical impacts associated with the provision of new <br />or physically altered governmental facilities, need for new or physically altered governmental <br />facilities, the construction of which could cause significant environmental impacts, in order to <br />maintain acceptable service ratios, response times or other performance objectives for any of the <br />public services: <br />a) Fire protection? <br />Less than Significant Impact. While the Draft CAP would not directly introduce new structures, future <br />imiill development and redevelopment could occur near retail and employment corridors. New development <br />could increase free protection service needs in the City. However, the City estimates fire protection needs <br />based on growth as project in the City's General Plan, and new development anticipated via existing zoning <br />would be consistent with anticipated projections The impact would be less than significant. <br />b) Police protection? <br />Less than Significant Impact. Similar to the evaluation under Section 3.14(a), the possible increase in <br />population that may occur as a result of implementation of the Draft CAP would not increase the demand for <br />police protection service to the extent that new police protection facilities would be required. Implementation <br />of the Draft CAP measure related to the Safe Routes to School Program would involve physical <br />infrastructure improvements such as expanded sidewalks and bike paths. New pedestrian and bike amenities <br />could slightly increase the amount of police personnel needed within the route areas, but would not result in <br />the need for new police facilities or additional personnel. The impact would be less than significant. <br />c) Schools? <br />Less than Significant Impact. Similar to the evaluation under Section 3.14(a) and (b), the possible increase <br />in population that may occur as a result of implementation of the Draft CAP would be small and would not <br />increase the demand for new schools over current levels or anticipated projections. The impact would be less <br />than significant. <br />d) Parks? <br />Less than Significant Impact. Similar to the evaluations above, the possible increase in population that may <br />occur as a result of implementation of the Draft CAP would be small and would not increase the demand for <br />new park facilities over current levels or anticipated projections. Additionally, the proposed measures involve <br />the implementation of the Safe Routes to School Program, design guidelines to enhance bike, pedestrian, and <br />transit connectivity, and community -wide bike sharing stations, which would provide additional passive <br />recreation areas and opportunities within the City.
