Therefore, it is anticipated the measure already aligns with strategies set forth in <br />applicable circulation plans. <br />The CAP measures also involve traffic signal improvements. Congestion and idling contribute to the GHG <br />emissions. Signal coordination and synchronization would reduce congestion and the amount of time vehicles <br />spend idling while on City streets. All synchronization modifications would be in compliance with applicable <br />Orange County Transportation Authority plans and policies related to the performance of the circulation <br />system. Impacts would be less than significant. <br />b) Conflict with an applicable congestion management program, including, but not limited to level <br />of service standards and travel demand measures, or other standards established by the county <br />congestion management agency for designated roads or highways? <br />Less than Significant Impact. The intent of the CAP measures is to promote alternative modes of <br />transportation, which would reduce vehicular travel and GHG emissions. However, the Draft CAP proposes <br />to adjust parking ratios to reduce vehicular travel and emissions associated with the number of cars being <br />driven on City streets. This would be done by reducing the amount of parking required in new developments <br />to encourage other forms of transportation. The Orange County Transportation Authority (OCTA) <br />Congestion Management Program (CMP) requires a traffic impact analysis when a proposed development <br />would generate 2,400 or more daily trips or 1,600 or more daily trips for developments which would directly <br />access a CMP Highway System link 50 Implementation of the Draft CAP measures (e.g., changes in parking <br />ratios) could indirectly increase the potential for vehicles circulating looking for parking in and around <br />residential, employment, and retail areas. However, the Draft CAP would not generate substantial vehicle <br />trips or change level of service on roadways that would conflict with the OCTA CMP. Therefore, the impact <br />would be less than significant. <br />c) Result in a change in air traffic patterns, including either an increase in traffic levels or a change <br />in location that results in substantial safety risks? <br />No Impact. J%VA is located just south of the City. However, the Draft CAP does not include any measure <br />that would directly or indirectly affect air traffic patterns. No impact would occur. <br />d) Substantially increase hazards due to a design feature (e.g. sharp curves or dangerous <br />intersections) or incompatible uses (e.g. farm equipment)? <br />Less than Significant Impact. The proposed measures are aimed at providing alternative modes of <br />transportation and reducing the amount of vehicle miles traveled throughout the City. In fact, the Draft CAP <br />promotes implementation of the Safe Routes to School Program and design guidelines to enhance bike, <br />pedestrian, and transit connectivity, which would provide greater safety. The Draft CAP does not include <br />measures that would substantially increase hazards due to a design feature or incompatible uses.
