However, as all impacts are <br />considered to be less than significant or less than significant with mitigation incorporated, it is unlikely that <br />any impact would contribute to a significant cumulative impact. The Draft CAP is a policy document intended to seduce the City's community -wide GHG <br />emissions to help cumulatively address the adverse environmental impacts associated with global climate <br />change, while also protecting and enhancing the quality of life within the City. The Draft CAP measures strive <br />to protect the environment, enhance human health and safety, and conserve natural resources, both within <br />and beyond Santa Ana.
