Resolution to Adopt Climate Action Plan <br />December 15, 2015 <br />Page 2 <br />achieve the recommended reduction target for 2020 and nearly achieve the reduction target for <br />2035. In the coming years, as the CAP is reviewed and revised to include increased State <br />regulations, measures will be implemented to achieve the 2035 reduction target. <br />The majority of the funding for the CAP was provided by Southern California Edison through the <br />California Public Utilities Commission. The remaining portion of the funding was provided by the <br />Public Works and Planning and Building Agencies. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 - City Financial Stability, Objective <br />#1 (maintain a stable, efficient and transparent financial environment); and, Goal #5 - Community <br />Health, Livability, Engagement & Sustainability. <br />ENVIRONMENTAL IMPACTS <br />In accordance with the California Environmental Quality Act (CEQA), a Negative Declaration has been <br />prepared for this project (Exhibit 2). As noticed in The Orange County Register on October 21, 2015, <br />the public review period for the Negative Declaration for the Draft Climate Action Plan was from <br />October 21, 2015 to November 20, 2015. Documentation was available for viewing on the City <br />website, at the Main Library, and the Planning and Building Agency public counter. The written <br />comments regarding the Negative Declaration that were received from the Orange County <br />Transportation Authority and Caltrans were not substantive in nature and have been addressed. Any <br />new programs as identified in the Climate Action Plan will be subject to project - specific CEQA review <br />to evaluate potential environmental impact.
