Santa Ana Climate Action Flan <br />Inventory Overview <br />The first step toward reducing GHG emissions is to identify baseline levels of emissions in the <br />community. For local governments, it is helpful to look at two sets of emissions: community -wide <br />and municipal operations emissions. Municipal operations emissions are a subset of community - <br />wide emissions, as shown in Figure 2.1. The City has indirect ability to influence many sources <br />and activities producing community -wide emissions, while it has more direct control over <br />municipal operations emissions. An inventory was conducted of Santa Ana community -wide and <br />municipal operations emissions from calendar year 2008. <br />Figure 2.1: Relationship <br />between Community -wide and <br />Municipal Operations Emissions <br />The municipal operations inventory is in <br />accordance with the Local Government <br />Operations Protocol 7A US Community <br />Protocol' for community -wide emissions <br />accounting was released in October 2012, <br />after the completion of this inventory, but this <br />inventory is compliant with the Community <br />Protocol.
